Lots of scrubby strips of land, easements, open space, etc. Developer doesn’t care if the open space gets taken as no one can do anything with it, so why pay the taxes.
I know someone that bought this tiny strip of land for $500 at one of those auctions. Sight unseen. Then later he took a drive out to check it out. Turned out that someone just built a house on the lot behind it. The problem was there was NO easement on his little strip of land. In effect, no access to their house w/out crossing his little strip of land. He ended up selling it to them for 10k. True story.
