    I was trying to rebuild a new house on a vacant lot in Imperial Beach where there is already utilities and. Sewer from old burned down house in the 1970’s and the City made it so expensive and ridiculously difficult that we gave up. I was blown away about house expensive the fees were and lack of willingness to help. They could care less about new housing.

    Now just add a Coastal Permit which will take about 12-15 months. This is the current review time for a house in Encinitas that complies with all regulations.

    It’s a brutal grind to get a permit here for the simplest things.

    Pre-Covid, I did a simple room addition with an owner builder permit. The City of SD’s OTC permit process was convoluted and ridiculous. I got the impression they did not want me to build, that I was somehow incompetent or something. Roadblocks were hurtled at the project. At least I could negotiate face to face and finally got approval after several 1/2 day visits. Building was a piece of cake with the exception of the Building inspector that tried demanding footing bolts when the plans clearly showed straps to shear panel.
